A statement could replace Swiss amendment to convention on nuclear safety

A compromise solution may be adopted by a diplomatic conference convened to discuss the amendment of Switzerland to the convention on nuclear safety.
In the spring of 2014 Switzerland has proposed an amendment to the convention, which meet the ambiguous reactions from the states with developed nuclear power.
In accordance with the terms of the convention, the amendment will be discussed at the diplomatic conference with the participation of all signatories to the convention. The probability of acceptance is low. Among those intending to vote against it - the United States.
As a compromise solution is the possibility of adoption by the conference of the statement instead of an amendment to the text of the Convention. The statement could reflect all the key aspects of the amendment, but it will not be legally binding document.
