The nuclear regulatory agency (NRA) of Japan has approved January 14, 2015 an offer of technical staff of the Agency to debate between regulators and operators on the issue of creation of fortified bunker backup control centers.
Under the first plan, the bunkers must be able to withstand strong external impact and terrorist attacks. Among the functions that it must perform, it is the ability to shutdown reactor and fed the cooling water to the reactor.
The bunkers should be located in areas protected from the earthquakes, tsunamis, plane crash and other similar effects. In the bunkers it must have its own power supply, mobile equipment for water supply, and other equipment needed for operations in severe accident conditions.
