TVEL Fuel Company of Rosatom Plans to Set up an Industrial Park in Vladimir Region TVEL, PUBLISHED October 10, 2010 TVEL Fuel Company of Rosatom has started the project on setting up an Industrial Park in Vladimir Region. It is planned to develop the Park on the excessive territories of the VPO Tochmash OJSC. Currently, VPO Tochmash OJSC runs the program New Image, aimed at increase of labour productivity and cost reduction by different means, including increase in energy efficiency, withdrawal of excessive territories, and more efficient and compact arrangement of production lines. In order to attract side enterprises to the VPO Tochmash premises, atomic and defense production plants are isolated in compliance with all safety requirements. As a result, about 100 thousand of square meters of territory with common engineering infrastructure (including power facilities, power lines, heating network, water facilities, cleansing structures, communication network and securities) become available. The territory is provided with developed logistics infrastructure: access roads, railways with car offloading equipment. In addition, it is planned to establish (by the end of 2010) an associated company, Prompark-Service LLC, which will be responsible for engineering and energy maintenance for all members of the Industrial Park. Convenient geographic location - 8 kilometers from the Federal Highway M7 (Moscow-Vladimir-Nizhniy Novgorod), 180 kilometers from Moscow and 250 kilometers from Nizhniy Novgorod - gives additional advantages for members of the Industrial Park. “This is a unique site in the European part of Russia, not very distant from Moscow; with all infrastructure for business development, and all necessary staff available”, - remarked Mikhail Kulikov, Deputy Director of the TVEL Fuel Company. There are enough high-skilled engineering and working staff in the region, such as planning engineers, constructing engineers, specialists in control and measure, automatic engineers, energy engineers, mechanics, lath operators, etc., which can be employed at the forming enterprises of the Industrial Park. Actually, VPO Tochmash OJSC is establishing a management company (Industrial Park – Tochmash LLC), which will rent out sites and premises (including offices), provide connection of the Industrial Park members to engineering services and access to the infrastructure facilities, maintain the infrastructure, provide information services and consultancy on establishment and running of business; support trainings and continuing education programs in scientific and technological entrepreneurship; assist in investment attraction and borrowings; encourage external economic activities; and establish common equipment centers. Two large private companies: Progress LLC (melting ferrous and non-ferrous metals) and Zavod Prompribor LLC (devices and components production) have already started their work at the Industrial Park site. Apart from this, a number of VPO Tochmash services and auxiliary productions, which will become associated companies within the process of restructuring, will be located at the site. Thus, Sirius LLC has already started to provide freight services. By the end of 2010 a number of companies will have been separated from VPO Tochmash OJSC, including car component production, tools and machines production plants. These companies will form the basis for the Industrial Park development. At the moment the total rented area constitutes 5.3 thousand square meters. “This project is important for both the Fuel Company and the region. While implementing the project, the Tochmash is saving significant sums on excessive areas maintenance; it receives additional money from leasing. New jobs will be created, and Vladimir Region will get more tax revenues,” – highlighted Mr. Kulikov. We expect the Prompark to start operating at full capacity already in 2011. The concept of the Industrial Park creation was discussed with the Administration of Vladimir Region, and they supported the idea. Currently, the Administration elaborates preferential tax treatment regulations for the Industrial Park lessees. The assistance from the Regional Administration is also possible in the form of grants, collaterals, partial funding for loan rates.
