Joint statement before IAEA BG

Joint Statement by Republic of Belarus, People's Republic of China, Republic of Cuba, Islamic Republic of Iran, and Russian Federation before the IAEA Board of Governors - 4 March 2026.

On the Agenda Item 5(d)

Mr. Chair,

1. This Joint Statement is delivered on behalf of Republic of Belarus, People's Republic of China, Republic of Cuba, Islamic Republic of Iran, and Russian Federation.

2. First of all we underscore the irrelevant nature of the current agenda item. In this regard we emphasize that in accordance with UNSCR 2231, all its provisions have been terminated on 18 October 2025.

The morally and politically bankrupt attempts of the E3 in the United Nations Security Council to illegally "snapback" all previous resolutions on Iran are null and void.

Therefore the IAEA Director General's reporting on implementation of these resolutions is politically driven and detrimental to the comprehensive solution of the Iranian nuclear file.

3. We recall Iran's long-standing commitment to nuclear non-proliferation as the State Party to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) and also reaffirm the need for the full and effective realization of the inalienable right of Member States to develop research, production, and use of nuclear energy for peaceful purposes and further affirm that all legitimate questions arising in this regard shall be exclusively addressed through dialogue and diplomacy, as the only viable path.

4. We reiterate that the situation regarding the implementation of IAEA safeguards in Iran did not arise in isolation.

It is the direct consequence of the unlawful attacks against Iranian safeguarded nuclear facilities perpetrated by Israel and the United States in June 2025 and March 2026 - actions that we strongly condemn - compounded by earlier unconstructive measures undertaken by the E3, all of which have collectively contributed to the current circumstances.

This reality was also acknowledged in the recent report of the Director General to the Board of Governors.

5. Circumstances following the unlawful attacks against Iran's nuclear facilities and continuing threats of further attacks have significantly impeded the efforts of the Director General and the Iranian authorities to continue their cooperation in a smooth manner.

6. Relevant resolution of the United Nations Security Council, as well as resolutions of the IAEA General Conference qualify any attack or threat of attack against nuclear facilities as a violation of the principles of the United Nations Charter, international law and the Statute of the Agency.

7. The Agency and its Director General, acting within the Statutory mandate and in accordance with the principles of professionalism, technical objectivity, and impartiality, are vested with the authority to play a constructive and effective role by adopting principled positions condemning any attack or threat of attack against safeguarded nuclear facilities.

8. We are of the firm view that a sustainable diplomatic solution can be achieved with a constructive environment founded upon mutual respect and entirely free from threats, coercion, or any form of escalatory action.

Acts of aggression against the Islamic Republic of Iran runs counter to this objective and undermines the prospects for a diplomatic solution.

It would be appreciated if this Statement is published as an INFCIRC.
