Rosatom and Egyptian Ministry of Electricity Sign Comprehensive Cooperation Program Rosatom, PUBLISHED 23.11.2025 Rosatom and the Ministry of Electricity and Renewable Energy of the Arab Republic of Egypt have signed a Comprehensive Cooperation Program. The document was signed by Alexey Likhachev, Director General of Rosatom, and Mahmoud Esmat, Minister of Electricity and Renewable Energy of Egypt, in the presence of Dr. Mostafa Madbouly, Prime Minister of Egypt. The agreement sets out a framework for cooperation and opens new areas of joint work. The program is aimed at strengthening the strategic partnership between the two countries, promoting economic cooperation, and expanding collaboration between relevant organizations in Russia and Egypt. Particular emphasis is placed on knowledge exchange, scientific and technological collaboration, and the creation of a sustainable foundation for long-term partnership. The initiative seeks to create favorable conditions for launching promising joint projects and contributing to the integrated development of Egypt's key economic sectors. "Russia and Egypt are steadily strengthening their economic ties, creating infrastructure for the exchange of technological expertise and localization of production. These efforts will foster investment growth, job creation, and enhanced competitiveness. I am confident that the Comprehensive Cooperation Program will serve as a solid foundation for new initiatives and help fully unlock the potential of our bilateral cooperation," - said Alexey Likhachev, Director General of Rosatom.
