Russia and IAEA hold consultations on Zaporozhskaya NPP Rosatom, PUBLISHED 14.11.2025 On 14 November, another, the eleventh round of Interagency consultations between the Russian delegation headed by ROSATOM Director General Alexey Likhachev and the IAEA delegation led by Director General Rafael Grossi took place in Kaliningrad. CONTINUED BELOW (c) Rosatom ![]() On the Russian side the meeting was attended by Head of Rostechnadzor Alexander Trembitskiy, Chief of Radiation, Chemical, and Biological Protection Troops of the Armed Forces of the Russian Federation Alexey Rtischev; as well as representatives of the Ministry of Foreign Affairs of Russia and the Federal National Guard Troops Service. Following major talks between President of the Russian Federation Vladimir Putin and Rafael Grossi in September at the World Atomic Week, issues related to ensuring nuclear safety and security at the Zaporozhskaya NPP (ZNPP) were discussed. The parties paid special attention to restoring external power supply to the ZNPP after the repair of two high-voltage power lines - "Dneprovskaya" and "Ferrosplavnaya-1". ROSATOM Director General thanked Rafael Grossi and the IAEA experts for the efforts made to ensure a ceasefire by the Kiev regime in order to carry out repair works. The participants of the meeting discussed rotations and joint activities with Rostechnadzor at the ZNPP site. Rafael Grossi shared his understanding of the situation around the Zaporozhskaya NPP. Alexey Likhachev informed the IAEA Director General about the current state of the ZNPP and measures taken by ROSATOM and Russian agencies to ensure the safe operation of the plant under relentless Ukrainian provocations. Significant international events of mutual interest to ROSATOM and the IAEA were also touched upon. The both sides confirmed their commitment to maintaining contacts.
