Plenary Session It All Starts with Atom Held at the World Atomic Week Rosatom, PUBLISHED 27.09.2025 A plenary session entitled "It All Starts with Atom" was held at the World Atomic Week international forum, which is taking place at VDNH in Moscow. It was attended by IAEA Director General Rafael Mariano Grossi, Russian Energy Minister Sergey Tsivilev, Belarusian Energy Minister Denis Moroz, Egyptian Minister of Electricity and Renewable Energy Mahmoud Esmat, Rosatom State Corporation Director General Alexey Likhachev, Kazakhstan Nuclear Power Plants General Director Yernat Berdigulov, Director of the Atomic Energy Agency of Uzbekistan Azim Akhmedkhadzhayev, and Director General of the World Nuclear Association (WNA) Sama Bilbao y Leon. Speaking at the session, Alexey Likhachev said: "There are two conditions for international cooperation in the nuclear sphere to take place: a technical one and a political one. First, you can only share if you are constantly developing technology. The second is political will. Nuclear energy is, if you like, a mental choice of the people." He also added that the unacceptability of "technological colonialism" is of fundamental importance. "None of our projects creates dependency for the customer. We always accompany our projects with extensive localization," Likhachev emphasized.
