ROSATOM published the 2011 Procurement Plan ommunications Department of the State Atomic Energy Corporation ROSATOM, PUBLISHED March 08, 2011 The official website of the State Atomic Energy Corporation ROSATOM posted an excerpt from the Annual Procurement Program (APP) of structural divisions, subordinate enterprises and organizations of the nuclear industry in 2011. The APP excerpt is aimed at implementing the state policy in the area of governmental procurement by state corporations, subjects of natural monopolies, public services organizations to enhance openness of the information and transparency of procurement processes of nuclear entities. A total amount of the ROSATOM's annual procurement program is about RUB258bn. It is expected to be updated subject to decisions made on implementation of new projects. This is the first time when the nuclear industry announces its procurement program for a year in advance. Announcement of procurement plans covering the entire year will allow suppliers to get early information on upcoming purchases and organize preparation of their offers for procurement bidding in a planned manner. "The program objective is simple: to formulate all anticipated contracts and determine dates when a procurement procedure for them is to start. Having studied the program in advance, the suppliers will be able to get ready for procurement procedures, i.e. obtain additionally all required certificates, licenses, study prices, and formulate their offers; in other words, to do all necessary work. In practice, thirty days are not enough to make a good quality offer in case of especially complex procurements. Now, the suppliers have time to do more serious preparations," noted Roman Zimonas, Director of Procurement Department of ROSATOM. Zimonas said: "The publication of the annual program will lead to a higher competition, number of completed and lesser failed procedures; it will improve implementation of production programs by [nuclear] industry enterprises and, consequently, increase the economic effect for the industry, on the whole." The published part of APP shows only open procurement procedures, which are to be followed by nuclear enterprises on a competitive basis.
