Juha Rautiaervi: accountancy and physical protection is the task and obligation

The 4th Russian International Conference on Nuclear Material Protection, Control and Accounting (MPCA-2009) is started in Obninsk, Russia, at 19th of October, 2009.

One of conference participants - Juha RAUTIAERVI (Finland) is talking to the web-newspaper AtomInfo.Ru.

I represented the Finnish regulatory body, STUK. I am going here for the second time. I was very impressed about the conference, specially its open argumentation, high technical and scientific standards.

So, I decided to come in Obninsk this year also and I decided to bring along with me one of my colleagues from the young generation of Finnish scientists. I am sure that this year conference will be also very interesting.

What kind of topics you would like to discuss with your colleagues here, in Obninsk?

Presently I am interesting about of evaluation of efficiency of the accountancy systems as well as the physical protection systems. So, we are the technologically advanced, but we would like to see the efficiency from the organizational and system point of view. That is my primary interest on the conference.

And during to this conference, I am also meeting my colleagues to discuss some European Union projects. I am a technical leader of the project named "Improving of supervising PO Mayak". So, I use this conference as an opportunity to meet my co-workers.

Is the accountancy and physical protection important for Finland?

Yes. It is the task and obligation. In Finland the system is such that the utilities and the license holder are fully responsible to account, control and protect the nuclear materials. The authorities supervise their activities in this field, like the Rostechnadzor in Russia does.

Do you think you will need to expand your scope of work due to new nuclear units being under construction and consideration in Finland?

Yes, of course. In this particular area we need to continue our efforts to improve the system. This is particularly important for the construction sites. We have to take care that the proper measures will be provided to protect the nuclear materials and implement the security measures on the sites, which are under construction now.

Speaking about the security, we do not worry about the social activities, we take care of the communication with on parties of the society.
