No referendum in Angarsk

On July 27 the representatives of Rosatom during their visit to Angarsk told to journalists that a referendum in Angarsk devoted to foundation of the Center for uranium enrichment on the basis of Angarsk electolize chemical complex (AECC) won't be hold since it isn't specified by law.

The object of visit of Rosatom's representatives is a preparation of the project for realizing the Agreement for cooperation between the Federal Atomic Energy Agency and Irkutsk region administration.

Remind this document was signed by Rosatom head Kirienko and Angarsk region head Tishanin a month ago.

The representatives of Rosatom have announced that AECC won't be modernized. It will continue to operate. Only its capacity will be increased that won't influence on radiation background. Moreover, in the case of serious accident the nuclear cloud will be never formed here from the viewpoint of physics and chemistry.

The adviser of Rosatom head Igor Knyshev said: "Only formation of chemical compounds is possible here. We plan to organize powerful technological protection, so-called "water curtain", which will precipitate these chemical reagents. It is the world practice. It is very effective".

Knyshev also added that investments in the project "Foundation of international Center for uranium enrichment" in Angarsk would begin from 2009. Before construction the project will pass all procedures specified by the law including ecological expertise and public consultations.

Increase of AECC capacity is connected with the necessity of Russia to increase the share of electricity generated by nuclear power plants. By 2030 all NPPs should generate up to 30% of electricity against 16% today. It is below than in such developed countries as France and Japan.
