Decision to terminate contract for construction of Hanhikivi-1 NPP unlawful
In its findings, the Dispute Review Board (DRB) confirmed that Fennovoima Oy had unlawfully terminated the EPC contract for the construction of Hanhikivi-1 NPP, and thereafter unlawfully purported to reject the works performed by RAOS Project Oy as the Supplier under the EPC contract.
The DRB also found that Fennovoima Oy unlawful termination of the Hanhikivi-1 NPP project was in breach of the EPC contract, which gives RAOS Project Oy the right to claim damages from Fennovoima Oy. Damages will be determined in additional proceedings.
The DRB findings made by a panel of renowned international experts express a balanced and objective position in relation to Hanhikivi-1.

TVEL unveils new fuel solutions for the Indian market
In 2022, TVEL started exports of the more advanced TVS-2M fuel to India, instead of the UTVS model, previously supplied to Kudankulam. Introduction of the new fuel enables elongation of the reactors operation between refuelings form 12 to 18 months, which would essentially enhance the power plants performance and economic efficiency (besides, TVS-2M model is more reliable). We are extremely disappointed that Fennovoima Oy has taken the decision to terminate its EPC contract with RAOS Project.
We would like to highlight that the initiative from Fennovoima management to terminate the EPC contract - which is such a major step for the project - was taken without any detailed consultation with the project shareholders, the largest of which is RAOS Voima (a 100% subsidiary of ROSATOM), with a 34% stake.
The reasons behind this decision are completely inexplicable to us. The project has been progressing and we had established a good working relationship with our client, which Fennovoima CEO had repeatedly communicated to shareholders and in the media.

Russia-IAEA Meeting Held in Kaliningrad
On April 1, Kaliningrad (Russia) hosted the official meeting between Rosatom Director General Alexey Likhachev and Director General of the International Nuclear Energy Agency (IAEA) Rafael Mariano Grossi, who arrived in Kaliningrad after his visit to Ukraine.
Following the meeting, Alexey Likhachev stated that the key topic of the talks was the issue of ensuring nuclear and physical security. The main task of Rosatom is to do everything necessary and assist the IAEA in the safe operation of Ukrainian nuclear facilities. It is important to do everything to ensure that the IAEA has full information about the ongoing events and of course to enable specialists and maintenance personnel of the stations to perform their duties in the most difficult conditions.

Construction of Akkuyu NPP Unit 3 Begins
A ceremony commemorating the start of Unit 3 construction was held at the site of the first Turkish nuclear power plant Akkuyu.
Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan joined the ceremony via videoconference. Energy and Natural Resources Minister Fatih Donmez, ROSATOM Director General Alexey Likhachev and Akkuyu Nuclear JSC CEO Anastasia Zoteeva were present at the Akkuyu NPP site.

Rosatom starts installation of equipment at the fuel fabrication/re-fabrication unit of the Pilot Demonstration Energy Complex, which is under construction at the site of Siberian Chemical Plant (an enterprise of TVEL Fuel Company of Rosatom in Tomsk region, West Siberia).
The Pilot Demonstration Energy Complex is under way within the strategic Proryv (Rus. - the Breakthrough) project. It will include three linked facilities, making up a closed nuclear fuel cycle at one site: the fuel fabrication/re-fabrication unit (FRU), the 300 MW nuclear power plant with the fast neutron BREST-OD- 300 reactor, and the unit for spent fuel reprocessing.
The first shop-floor prepared for equipment installation is the decontamination section of the fuel rods production line. Currently, there are over 40 items of equipment with total weight about 110 tons at the FRU site.

Russia and Iran broaden the cooperation in the peaceful uses of atomic energy
On November 11 in Moscow on the premises of the State Atomic Energy Corporation ROSATOM has been signed set of documents broadening the cooperation of Russia and Iran in the field of the peaceful use of atomic energy.
After the negotiations, Chief Executive Officer of ROSATOM Sergey Kirienko and Vice-President of the Islamic Republic of Iran and Head of the Atomic Energy Organization of Iran Ali-Akbar Salehi signed the Protocol to the Intergovernmental Agreement between Russia and Iran concerning the cooperation in construction of a nuclear power plant in the territory of Iran of August 25, 1992 and the Interagency Memorandum of Understanding concerning the broadening of the cooperation in the peaceful use of atomic energy.
Besides, in the presence of Sergey Kirienko and Ali-Akbar Salehi the Contract for construction of two power units of Bushehr Phase II was signed. The document was signed by the Head of the united company NIAEP-ASE and the Head of the Nuclear Power Production and Development Company of Iran (NPPD).

Organized by the State Atomic Energy Corporation ROSATOM, ATOMEXPO 2012 International Forum completed its work in Gostiny Dvor (Moscow) on June 6, 2012.
The event brought together over 4,000 participants from 53 countries, more than 225 speakers made presentations and reports on the most topical issues of the nuclear energy. The main theme of the Forum was Nuclear Power Industry Worldwide: One Year after Fukushima. Compared to last year the number of representatives from new countries developing nuclear energy has doubled. Together with their colleagues from Russia, France, Germany, USA, Japan, and other countries they discussed the prospects for international cooperation in the global nuclear market.
During the Congress the participants discussed the results of the last year, possible solutions for the nuclear legacy issues, new features of the Northern Sea Route, trends of nuclear fuel market, and many other issues. During the round table discussion on an integrated approach to the development of the global nuclear industry discussed the benefits of a comprehensive proposals.

IAEA training course in nuclear material accounting is organized in NRNU MEPhI
From September 27 to October 8 in Moscow, on the basis of NRNU MEPhI a regular international training course in implementation of nuclear material accounting state systems is conducted under the aegis of IAEA and under the auspices of Rosatom State Corporation (SSAC 2010).
This international training is organized every year and conducted by the Agency in Russia and the USA on a rota basis within the framework of the nuclear nonproliferation program. NRNU MEPhI has been authorized to conduct this training for the fourth time.
This year the course is to be attended by representatives of 23 countries including Egypt, Iran, Canada, Turkey, Pakistan, Sweden, Vietnam, RSA. The teachers are employees of IAEA, Rostekhnadzor, Rosatom State Corporation and specialists from NRNU MEPhI.
The course comprises summarizing lectures in fuel cycle, non-proliferation regime, IAEA guarantees, export and import control system, non-destructive methods of nuclear materials analysis and detection and control systems.

The steel reactor baseplate with the total weight of 165 tons has been installed. The workers have also loaded into the reactor shaft the first part of the reactor vessel - the lower tier of the containment.
