On November 11 in Moscow on the premises of the State Atomic Energy Corporation ROSATOM has been signed set of documents broadening the cooperation of Russia and Iran in the field of the peaceful use of atomic energy.
After the negotiations, Chief Executive Officer of ROSATOM Sergey Kirienko and Vice-President of the Islamic Republic of Iran and Head of the Atomic Energy Organization of Iran Ali-Akbar Salehi signed the Protocol to the Intergovernmental Agreement between Russia and Iran concerning the cooperation in construction of a nuclear power plant in the territory of Iran of August 25, 1992 and the Interagency Memorandum of Understanding concerning the broadening of the cooperation in the peaceful use of atomic energy.
Besides, in the presence of Sergey Kirienko and Ali-Akbar Salehi the Contract for construction of two power units of Bushehr Phase II was signed. The document was signed by the Head of the united company NIAEP-ASE and the Head of the Nuclear Power Production and Development Company of Iran (NPPD).

The goal for these negotiations is to reach a mutually-agreed long-term comprehensive solution that would ensure Iran's nuclear programme will be exclusively peaceful. Iran reaffirms that under no circumstances will Iran ever seek or develop any nuclear weapons. This comprehensive solution would build on these initial measures and result in a final step for a period to be agreed upon and the resolution of concerns. The Baghdad Chapter in the Iran Saga
One more round of talks will be held in Moscow on June 18-19 in an attempt to find common ground. There is no reason to dramatize the situation. EU High Representative for Foreign Affairs and Security Policy Catherine Ashton said that Iran and P5+1 still seek to make progress. Tehran voiced its readiness to limit enrichment activities.
In light of the failure of the sides to forge an agreement in Baghdad, much will depend now on the success of inspectors in Iran and the EU’s ability to provide attractive financial and economic incentives to Iran.
If the sides make progress in these areas, they will forestall the escalation of the Iranian nuclear crisis, giving hope that a peaceful settlement is possible. Otherwise, the risk of a military scenario will increase substantially, and any use of force could ignite a regional war with unpredictable consequences.

If someone wanted to back out of the April 13-14 meeting between Iran and the P5+1 group of international mediators to discuss Iran nuclear program, here is an excuse – Tehran has suddenly asked to move the venue from Istanbul to Baghdad.
Now the question is whether the key participant in the talks, the United States, wants talks to go forward and why. On the one hand, one gets the impression that the Obama administration considers any form of communication with Tehran to be distasteful and would like to have an excuse to back out of talks. But, on the other hand, failing to produce any results is no good either.
It became clear from an April 3 interview given by Deputy Foreign Minister Sergei Ryabkov that the future of the Istanbul talks is vague – unexpectedly, he could not confirm the time and venue of the meeting.
U.S. Secretary of State Hillary Clinton has already said that the talks will take place in Istanbul, but now Tehran has objected to the venue.

The West and Israel believe that the Iranian leadership long ago set itself the goal of building nuclear weapons, and so are calling for harsh, crippling sanctions, including an embargo on Iranian oil exports (Iran natural gas production is limited) and bank transactions (primarily by its Central Bank), while refusing to take off the table a potential strike on Iran nuclear facilities if it continues with its nuclear weapons program.
That scenario might be left to Israel to implement, sparking a regional war with unpredictable consequences.
There is by no means consensus on harsh sanctions against Iran. For example, India, Japan and South Korea need to buy Iranian oil, and Greece does not support the idea of sanctions either, preventing their approval in the EU.
The worst element is Israel’s readiness to strike Iran nuclear facilities, action that even Washington does not support.
Advocates of the other view, in particular Russia, maintain that Iran authorities have not yet fully settled on a course of building nuclear weapons.

The report, that was announced long ago and that came with different reservations about its status, began leaking into the press only two days ago. In early October the press began to write about the fact that this report was being prepared, and that it was expected to be tough and uncompromising.
Numerous leaks regarding preparations for a military strike against Iran appeared at the same time - beginning with large-scale exercises of U.S. military transport aviation in the Middle East (supposedly covering up the movement of forces) and ending with almost panicked reports that Iran was about to hide all of its nuclear centrifuges in the mountains where they could not be destroyed.
It is difficult to understand this escalation of tensions, considering that the IAEA report does not reflect any serious foundation for these apprehensions.
The reaction of IAEA officials is especially interesting. It appears that the report, which has already been disseminated on the Internet and has evoked numerous comments from the press and even from officials, will not be officially published at all.

Russia is completing final preparations to load low-enriched uranium fuel into Iran's first civilian reactor at the Bushehr NPP later on Saturday.
If the operation goes smoothly, Bushehr will be qualified as an operational nuclear power plant. It is expected to start producing electricity late this year or early next.
A Russian delegation headed by Rosatom chief Sergei Kiriyenko will attend the launch ceremony. The Iranian delegation will be led by Ali Akbar Salehi, vice president and Director of the Atomic Energy Organization of Iran (AEOI).
Western powers suspect Iran of pursuing nuclear weapons under the guise of its nuclear program, a charge Tehran strongly denies, saying the program is aimed at the peaceful generation of civilian energy.
On June 9, 2010, the UN Security Council approved a fourth round of sanctions against Iran over its nuclear program, including tougher financial controls and an expanded arms embargo, as well as an asset ban on three dozen companies and a travel freeze on individuals.
Later, the United States and the European Union imposed extra sanctions against Iran.

Russia is close to finishing the construction of Iran's first nuclear power plant and is currently making final adjustments, Foreign Ministry spokesman Andrei Nesterenko said on Tuesday.
Russian Energy Minister Sergei Shmatko said on Monday that the launch of the Bushehr nuclear plant in southern Iran may not take place before the end of this year, as earlier planned.
We are fully committed to completing this project. Russia has already supplied fuel for the reactor that has been built, and currently start-up and adjustment work is underway. Close attention is being paid to ensuring the safety of the reactor's work, Nesterenko said.
Upon completion of all necessary operations and tests, the reactor will be launched within the timeframe agreed with the Iranian side, he said.
Nesterenko said that Russian and Iranian specialists have yet to resolve certain technical problems.
He stressed that Russia's work on the project is not affected by the international controversy over Iran's nuclear program.

It seemed that everything was going according to plan. Except that only experts in nuclear weapons and nuclear energy fully understood what took place these last two days at the headquarters of the International Atomic Energy Agency (IAEA) in Vienna.
These experts, representing the United States, Russia, France and Iran, discussed a very confidential but key aspect of what is termed the Iranian nuclear problem.
The only thing that is clear is that Director General Mohamed ElBaradei was quoted as saying that the negotiations were successful and that he himself subsequently drafted an agreement that all four governments are to endorse on Friday. The IAEA Board of Governors, which will meet in late November, will need to register, or ratify this document.
The document in question seems to deal exclusively with the technical aspects of the agreement reached on October 1 in Geneva at a meeting with Iran and six world powers regarding export of Iranian uranium for enrichment in third countries (primarily Russia). This procedure is of paramount importance for resolving the Iranian nuclear problem.
