Decision to terminate contract for construction of Hanhikivi-1 NPP unlawful
In its findings, the Dispute Review Board (DRB) confirmed that Fennovoima Oy had unlawfully terminated the EPC contract for the construction of Hanhikivi-1 NPP, and thereafter unlawfully purported to reject the works performed by RAOS Project Oy as the Supplier under the EPC contract.
The DRB also found that Fennovoima Oy unlawful termination of the Hanhikivi-1 NPP project was in breach of the EPC contract, which gives RAOS Project Oy the right to claim damages from Fennovoima Oy. Damages will be determined in additional proceedings.
The DRB findings made by a panel of renowned international experts express a balanced and objective position in relation to Hanhikivi-1.

We are extremely disappointed that Fennovoima Oy has taken the decision to terminate its EPC contract with RAOS Project.
We would like to highlight that the initiative from Fennovoima management to terminate the EPC contract - which is such a major step for the project - was taken without any detailed consultation with the project shareholders, the largest of which is RAOS Voima (a 100% subsidiary of ROSATOM), with a 34% stake.
The reasons behind this decision are completely inexplicable to us. The project has been progressing and we had established a good working relationship with our client, which Fennovoima CEO had repeatedly communicated to shareholders and in the media.

Juha Rautiaervi: accountancy and physical protection is the task and obligation
Presently I am interesting about of evaluation of efficiency of the accountancy systems as well as the physical protection systems. So, we are the technologically advanced, but we would like to see the efficiency from the organizational and system point of view. That is my primary interest on the conference.
And during to this conference, I am also meeting my colleagues to discuss some European Union projects. I am a technical leader of the project named Improving of supervising PO Mayak. So, I use this conference as an opportunity to meet my co-workers.
Is the accountancy and physical protection important for Finland?
Yes. It is the task and obligation. In Finland the system is such that the utilities and the license holder are fully responsible to account, control and protect the nuclear materials. The authorities supervise their activities in this field, like the Rostechnadzor in Russia does.

The new nuclear power plant project in Finland has been plagued by safety problems and delays. There have been problems e.g. in manufacturing the steel liner that is essential in protecting the core from external threats and containing dangerous substances in case of an accident as well as the concrete base slab that should support and protect the structure. This is a brief compilation of the findings of a report by the Finnish public nuclear safety authority published July 2006.
