Important first-phase results from the research project The Research on Prevention and Control of COVID-19 Virus for Import Cold Chain Food by Radiation Sterilization Technology were released on June 21. The results have passed the technology acceptance testing process organized by the Technology Quality and Information Technology Department of China National Nuclear Corporation (CNNC).
The project was led by the China Institute for Radiation Protection (CIRP), subordinate to CNNC, in collaboration with CNNC China Isotope and Radiation Corporation (CIRC), Nuctech, the Institute of Microbiology of the Chinese Academy of Sciences (CAS), and Tsinghua University, among other institutes.

A ceremony commemorating the start of Unit 3 construction was held at the site of the first Turkish nuclear power plant Akkuyu.
Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan joined the ceremony via videoconference. Energy and Natural Resources Minister Fatih Donmez, ROSATOM Director General Alexey Likhachev and Akkuyu Nuclear JSC CEO Anastasia Zoteeva were present at the Akkuyu NPP site.

One more round of talks will be held in Moscow on June 18-19 in an attempt to find common ground. There is no reason to dramatize the situation. EU High Representative for Foreign Affairs and Security Policy Catherine Ashton said that Iran and P5+1 still seek to make progress. Tehran voiced its readiness to limit enrichment activities.
In light of the failure of the sides to forge an agreement in Baghdad, much will depend now on the success of inspectors in Iran and the EU’s ability to provide attractive financial and economic incentives to Iran.
If the sides make progress in these areas, they will forestall the escalation of the Iranian nuclear crisis, giving hope that a peaceful settlement is possible. Otherwise, the risk of a military scenario will increase substantially, and any use of force could ignite a regional war with unpredictable consequences.

If someone wanted to back out of the April 13-14 meeting between Iran and the P5+1 group of international mediators to discuss Iran nuclear program, here is an excuse – Tehran has suddenly asked to move the venue from Istanbul to Baghdad.
Now the question is whether the key participant in the talks, the United States, wants talks to go forward and why. On the one hand, one gets the impression that the Obama administration considers any form of communication with Tehran to be distasteful and would like to have an excuse to back out of talks. But, on the other hand, failing to produce any results is no good either.
It became clear from an April 3 interview given by Deputy Foreign Minister Sergei Ryabkov that the future of the Istanbul talks is vague – unexpectedly, he could not confirm the time and venue of the meeting.
U.S. Secretary of State Hillary Clinton has already said that the talks will take place in Istanbul, but now Tehran has objected to the venue.

The Tedious U.S.-North Korean Nuclear Wrangle
North Korea has agreed to a nuclear and missile moratorium and to allow IAEA inspectors back into the country, the U.S. State Department triumphantly announced following talks with North Korea. But this is just the latest episode in this endless and tedious soap opera.
Washington traditionally resumes its dance with Pyongyang in the run-up to presidential elections, swapping humanitarian aid for North Korea pledge to suspend its nuclear program. As before, Pyongyang has not agreed to destroy its nuclear arsenal.
The talks held in Beijing, China, on February 23-24 culminated in an agreement to provide 240,000 metric tons of food to North Korea in return for a moratorium on nuclear tests and missile launches.
North Korea, which held underground nuclear explosions in 2006 and 2009, has not performed any nuclear testing or launched a long-range missile for the past three years. Why debate the issue then?
The answer lies in the history of the U.S.-North Korea relationship.

The West and Israel believe that the Iranian leadership long ago set itself the goal of building nuclear weapons, and so are calling for harsh, crippling sanctions, including an embargo on Iranian oil exports (Iran natural gas production is limited) and bank transactions (primarily by its Central Bank), while refusing to take off the table a potential strike on Iran nuclear facilities if it continues with its nuclear weapons program.
That scenario might be left to Israel to implement, sparking a regional war with unpredictable consequences.
There is by no means consensus on harsh sanctions against Iran. For example, India, Japan and South Korea need to buy Iranian oil, and Greece does not support the idea of sanctions either, preventing their approval in the EU.
The worst element is Israel’s readiness to strike Iran nuclear facilities, action that even Washington does not support.
Advocates of the other view, in particular Russia, maintain that Iran authorities have not yet fully settled on a course of building nuclear weapons.

North Korea has surpassed itself in building its nuclear missile shield as compared with its outstanding military industrial achievements.
North Korea is a nuclear power, albeit a young one. It became one almost against its will; Pyongyang was backed into a corner. It is hard to say whether North Korea has managed to create delivery vehicles for its nuclear devices (tested in 2006 and 2009 and, probably, even in 2004), or simply put, whether it possesses ballistic missiles equipped with nuclear warheads – the most dangerous form of nuclear weapon.
North Korea has missiles and, despite strict international expert controls, has even disseminated illegal missile technology to Iran and possibly Pakistan.
These missiles are not yet up to the mark but perform better and better with each passing year. As distinct from Tehran, which is far removed from its enemies, Pyongyang enemies are close by: South Korea is its next door neighbor and another possible target, Japan, is not far away, either.
This dilapidated scientific, technical and production pyramid built on the foundation of a backward economy serves only one goal.

India is experiencing a wave of protests against the construction of Russian nuclear power plants. Public fears, fuelled by the Fukushima accident and exacerbated by the regional politicians populist slogans, may provoke a chain reaction of problems, hampering power generation development and depriving the Indian economy of its critical advantages over China.
Russian and Indian nuclear experts cannot meet to discuss the launch of Kudankulam NPP first unit because of public protests, Alexander Glukhov, the head of the Russian contractor, Atomstroyexport, told the media. This could set back the deadline for the launch of the plant, which is being built with Russian assistance.
Tensions in Tamil Nadu, where the nuclear power plant is being built, started growing early this year and resulted in a public blockade of the construction site by local public activists in the fall. They are protesting for environmental reasons, and their concerns have only grown following the Fukushima tragedy in Japan. Unsure of what would happen next, the Indian regulators are procrastinating with the issue of permits to commission the power plant.

Some commentators like to use arithmetic to compare various international organizations. If we add up the annual GDP of China (the world's second largest economy), Japan (the third largest economy) and South Korea (whose GDP is nothing to sneeze at) and compare the sum to the GDPs of the G8, which also includes Japan...nothing will happen. This is a senseless exercise because regional and international organizations are not created to flex muscles - economic or otherwise.
The GA is merely a top-level forum for discussing and regulating the ongoing formation of a common economic space in this part of the world. ASEAN performs a similar function in Southeast Asia. The purpose of these organizations is completely clear. The G8, meanwhile, appears no longer to serve a purpose.
But the GA is a special case. There are few organizations in the world where the members have such long-standing animosity toward one another. For example, while Japanese Prime Minister Naoto Kan, his Chinese counterpart Wen Jiabao and South Korean President Lee Myung-bak have agreed on new plans for cooperation.

Russia is completing final preparations to load low-enriched uranium fuel into Iran's first civilian reactor at the Bushehr NPP later on Saturday.
If the operation goes smoothly, Bushehr will be qualified as an operational nuclear power plant. It is expected to start producing electricity late this year or early next.
A Russian delegation headed by Rosatom chief Sergei Kiriyenko will attend the launch ceremony. The Iranian delegation will be led by Ali Akbar Salehi, vice president and Director of the Atomic Energy Organization of Iran (AEOI).
Western powers suspect Iran of pursuing nuclear weapons under the guise of its nuclear program, a charge Tehran strongly denies, saying the program is aimed at the peaceful generation of civilian energy.
On June 9, 2010, the UN Security Council approved a fourth round of sanctions against Iran over its nuclear program, including tougher financial controls and an expanded arms embargo, as well as an asset ban on three dozen companies and a travel freeze on individuals.
Later, the United States and the European Union imposed extra sanctions against Iran.

How interesting is the Russian offer to India to become a stakeholder in the Angarsk facility?
India is interested as a donor country. And we are looking into it. It is attractive, but requires a very detailed techno commercial dealings which have not been completed.
We have to evaluate the facility, and economics here comes as a major factor. It is not just a political arrangement.
So I cannot straight away say that India is joining just now, but India has a capability of joining as an equal partner in some of these activities.
What do you think about an international market of plutonium for peaceful use in the energy sector? Is this a realistic perspective?
This question is a bit early today. Eventually India may be in a position to provide plutonium to other countries, but today our programme does not have so much plutonium to provide it to international market. This will require a very stringent material accounting system, safeguarding system, and safeguard veryfication system. That is why this question is a little premature.

Indian economy is showing a very impressive growth. Quarterly figures have proved it. When do you expect the economy of India to rebound, recover from the global crisis which has affected it and to reach the desired level of nine per cent annual growth?
Indian economy has been affected by the global slowdown. Before the global slow down our economy in the previous four years was increasing at an annual rate of nine per cent per annum. Last year, because of the global slowdown the growth rate declined to about 6.7 per cent. This year we expect the growth rate to be 6.5 to seven per cent. In two to three years time, I am confident that the Indian economy can bounce back to the growth rate of about nine per cent per annum. I say this for many reasons. Our savings rate is about 35 per cent of our GDP. Our investment rate is about 37 per cent of GDP. With these savings rate and investment rates, we can sustain a growth rate of nine per cent without difficulty. With an investment of 37 per cent and the capital output ratio of four is to one we can easily attain the targeted growth rate of nine per cent per annum, which I expect we will do.

Russia close to completing Iran nuclear plant
Russia is close to finishing the construction of Iran's first nuclear power plant and is currently making final adjustments, Foreign Ministry spokesman Andrei Nesterenko said on Tuesday.
Russian Energy Minister Sergei Shmatko said on Monday that the launch of the Bushehr nuclear plant in southern Iran may not take place before the end of this year, as earlier planned.
We are fully committed to completing this project. Russia has already supplied fuel for the reactor that has been built, and currently start-up and adjustment work is underway. Close attention is being paid to ensuring the safety of the reactor's work, Nesterenko said.
Upon completion of all necessary operations and tests, the reactor will be launched within the timeframe agreed with the Iranian side, he said.
Nesterenko said that Russian and Iranian specialists have yet to resolve certain technical problems.
He stressed that Russia's work on the project is not affected by the international controversy over Iran's nuclear program.

Russia to commission second unit of China's Tianwan NPP in September
Russia's nuclear equipment export monopoly Atomstroyexport confirmed Tuesday it will commission the second unit of China's Tianwan nuclear power plant in September. The company is building the Tianwan NPP in eastern China's port city of Lianyungang under a 1992 agreement. The plant features improved VVER-1000 reactors and K-100-6/3000 turbo generators. Atomstroyexport will start commissioning the second unit following additional dynamic tests, the company said in a statement. We are expecting to commission the unit and start its commercial operation as early as September 2007, the statement said.

The No. 2 generating unit of Tianwan nuclear power plant, a Sino-Russian cooperative project, has begun to operate at full capacity, according to an announcement by the China National Nuclear Corporation (CNNC).
